The Right to Know Law is Pennsylvania’s Open Records Law. The law was signed by Governor Edward G. Rendel on February 14, 2008. Most of the law took effect on January 1, 2009, but the entire law took effect in three stages:

  • The title, definitions, and creation of the Office of Open Records took effect on February 14, 2008.
  • July 1, 2008: All state contracts exceeding $5,000 must be posted on Treasury’s Website. Each agency must submit to the Treasure these contracts of a summary of thereof.
  • January 1, 2009, the remaining portion of the law took effect.

How to Submit a Request –

How to File an Appeal –

When a request is denied or deemed denial, a requester may file an appeal to the Pennsylvania Office of Open Records. The appeal must be filed within 15 business days of the denial or deemed denial date. The appeal must also include the request, agency denial if one exists, and address agency grounds that the request was denied. An appeals officer will determine if the record(s) is subject to public access. For specific information on how to file an appeal, visit the Office of Open Records website.
